This is kind of a workaround, but the quality is excellent.  I've been using 
the Photodex site.  There is no limit to file size or how much you can store.  
It's free, but before you can upload, you have to have their slideshow 
software. You then have to put your video file into Proshow Gold or Producer. 
Then you upload the shows to their website.  The quality is the best I've seen. 
Proshow is really geared toward slide shows with music, but you can drop any 
video into it as well.  It's really easy to use.   The website is

Here's a link to a 3-minute show I did for one of their contests. The theme was 
"Spring" and I used my dogs and birds for the actors. If you right click on the 
show while it is playing and choose full screen, you get a nice big movie with 
really good quality.  

When you first go to this link to watch it, they'll ask you if you want to 
download a plug-in, "Presenter".  It's a pretty small file, and perfectly safe. 
 This is a very popular software and I've been using it for a year or so.

I know it's an extra step after creating your movie in Premiere, but you might 
actually like the software.  They also have free demos.  I used to do 
everything in Premiere, but now I'm only using Premiere for certain sequences 
within my shows because Proshow is so easy to use.
