I'm not familiar with Elements 3.0 as I am with other versions of Premiere, but in the other versions USB connections are not recognized via the editing software. Premiere is designed to capture video only from a firewire connection. (Or 3rd party capture cards that supply drivers for Premiere.) You either need to connect your camera to your computer with a firewire cable, or else capture your video manually outside of Premiere, and then import the clips into a Premiere project.
