I'm not familiar with Elements 3.0 as I am with other versions of Premiere,
but in the other versions USB connections are not recognized via the editing
software. Premiere is designed to capture video only from a firewire
connection. (Or 3rd party capture cards that supply drivers for Premiere.)
You either need to connect your camera to your computer with a firewire
cable, or else capture your video manually outside of Premiere, and then
import the clips into a Premiere project.

I'm sure this has been posted but I am in a fix.

I have Premiere Elements 3.o, an analog Sony Handycam and a Dazzle 
converter from analog to digital thru a USB connection.

The software keeps saying 'Capture Device Not Connected' no matter what 
setting I try.

HELP!
