First thing, which version of Premiere?

Second thing, Mac or Windows?

Second thing(a), what operating system and version?

(The above apply to ALL computer problems, except for
the "There's smoke coming out the vents!" or "Nothing
happens when I push the on button!" problems.)

Third thing, what video codec(s) have you tried to
use for exporting, and what versions of them?

For authoring a DVD, export to MPEG2 with a resolution
of 720x480 (for NTSC) or 720x576 (for PAL). Since it's
a short video, just set the bitrate to 9000 Kbps,
constant bitrate (CBR).

Set the audio output to 48Khz (48000), 1500 Kbps,
PCM stereo.

Once you have an MPEG2 video output with resolution,
bitrates etc that fit the DVD standard, you can
feed that to any DVD authoring program. Some are
a bit picky and insist on seperate video and audio
files rather than a single multiplexed MPEG2 file.

If you're running Windows and want a codec package
that'll fix a lot of problems (vs installing them
individually) get the Combined Community Codec Pack
and install it. http://www.cccp-project.net/
