Yes. In Premiere Pro versions 1-3 (and Premiere version 7) this is done through 
the Motion properties in the Effect Controls panel.

Simply place 2 clips on top of each other (one on track 1 and the other on 
track 2, for example). Select the top most clip and go to the Effect Contorls 
panel. Reduce the Scale property, and change the X,Y coordinates of the 
Position property. (Both of these properties are found under the Motion heading 
in the Effect Controls panel.)
