How good a video looks is dependent on these factors.
The length of the video. The codec used to compress
the video. How much compression is used. The
resolution of the video.
Some codecs are just horrible no matter what you try
for settings. Most of those (like Cinepack and Indeo)
aren't in widespread use now.
If you're trying to achieve small file size with a
higher resolution video (like DVD's 720x480 or
720x576) you'll end up with blocky junk.
If your video is intended for online play, drop the
resolution some and you can decrease the compression
quite a bit for a pretty decent improvement in
quality.
MPEG2 is not a good codec for producing high
compression video. It's fairly old and hasn't changed
much in the past decade. Any drastic alterations to
make it better at higher compression would make it
incompatible with the millions of existing DVD
players.
Newer codecs like DivX (and the free clone XviD) have
been designed for achieving MPEG2 quality at much
higher levels of compression. Several DVD players in
stores now will play these videos.
