Might be a few things, since you said mpeg files, probably you don't have the codec for mpeg encoding on Premiere, it might also be overlay drivers is out of date, etc. I would say try getting the codec for mpeg playback on premiere.
Also, test to see if avi also shows up green, if avi files does the same, most likely your video driver might need to be updated.
