There're some lossless tool (smart rendering too) to let you trim clips without 
lowering the video quality. I have been using Womble MPEG Editor. It's not free 
but quite cheap. It allows you to trim mpeg (and m2t) files and export without 
loosing quality.

A similar question. 

It seems easy but I haven't found a tool yet, including Premiere. If
Premiere can do this, I'm all ears!

I HDSplit all my clips and now have, say, 30 clips on the disk. I'd
like to have a utility that lets me go in, trim the garbage from each
one, rename then save it as a now-smaller file. 

Is that possible?

I realize there's a compression issue since the compression algorithm
for HDV using multiples frames.

Any help would greatly appreciated.
