That makes a lot more sense. So Premiere still has to figure out the 
full pixel content of each P or B frame on the fly, but it doesn't 
have to cast around for the I frame or run through the full GOP to 
figure out how big it is.

So how did you get the index file size? Did you find a location where 
the index files are stored?
