I don't see anything that says FLV.  
When I go to "Online" the choices are:

Upload video to Photoshop.com
Upload video to YouTube
Podcast Hosting
Upload to website via FTP

In any case, it then wants to upload directly to one of those.  Isn't here a 
way to save the file without loading directly to one of those.  I don't want to 
put it on YouTube until I know what it will look like on YouTube.

I guess, what I want to do right now is to be able to show it privately to a 
few online people.

Premiere Elements works somewhat different to Pro.
Instead of "Export" you have to select "Share".
There you have the following options:
Disc, Online, Personal Computer, Mobile Phones and Players, Tape.

You should select "Online" and save to FLV.
Make sure your Work Area Bar is over what you want to share and tick
"Work Area Bar Only"
