If "Export" is grayed out, it may be that the timeline panel is not highlighted/active. So be sure that the timeline panel is highlighted if you're looking for the Export option.
I say this having looked at your most recent message. I'm not familiar with Elements or with the thread of your questions, but am answering with what is true for at least Premiere Pro CS2.
