It got removed from PP 2.0 and CS3 definitely does NOT have the plugin.

I bought a license for SteadyMove Pro a few years back when it was 
available for $99 - 2d3 no longer sells it at all, and since I was a 
bit unhappy with it (there are cases where it will degrade the image 
in bizarre ways... adding a period fuzziness to the image every 10 - 
15 seconds) I found Mercalli - from proDAD in Germany.

Much more configurable (fortunately they have a bunch of presets), 
and they just came out with a new version that even includes a fix 
for the rolling shutter effect of CMOS imagers (like my Z7).

It isn't by any means fast (running a 4 core Phenom) but it does do a good job.
