Leonel,
Export a project in Premiere.
In the settings select Microsoft AVI for format
and for Preset PAL DV.
In the output summary as well as in the video settings
you will find "Lower" and it can not even be changed.
For NTSC you will find lower as well so I guess it is the same for both.
