There are quite a few consumer level products that do this sort of thing
but you get very little control over the final product.  I think it would
be faster, and probably easier  to create a simple PNG grid in PhotoShop
and just manually sequence the  photos and film clips in video tracks below
the PNG, adjusting their size and timing as needed.  I'd make one track for
each grid square just to simplify sizing and timing.
