A couple of thoughts: First, you can often make the sound better (if not
perfect) using a sound editing package. There are many, ranging in cost
from around 30 dollars to thousands of dollars. You can remove noise,
amplify the parts you want to hear, equalize the sound to emphasize the
desired frequencies, etc. It is not difficult to do, and works well as long
as you realize you will never get perfect sound results. The goal is always
"better" sound.

The sub-titling approach you discussed would certainly work...but is rather
labor intensive. I'm fairly sure premiere elements 11 does subtitles
directly...not sure about earlier versions.
