Gene,
I don't use Elements but you will have do apply the same technique as
one would in Pro.
I recommend you use a "Track Matte"
For starters copy the same track on top of the one you want to use.
Change the opacity of one track to make it darker.
Then create a matte (photoshop or the Elements titler)
It would go too far to explain all the steps.
If you don't have the Elements help file (pdf) go to the following site
and download it.

download it and save.
On page 132 you will find "Superimposing and Transparency"
Digest the whole chapter :-)
Maybe someone on the forum knows a tutorial on the web somewhere explaining
how to do it.
