Since around CS4 or maybe earlier one can import VOB files directly the project 
and place on the timeline in Premiere Pro. It is best to move them from the 
disck to a local Hard Drive but will work right of the DVD. Are you sure you 
are selecting the correct VOB file. There may be several but the larger one 
will be the one with the video and audio content.
In earlier versions I would just copy the VOB file to my storage drive and 
rename the file type to .mpg and use it as any other video file type.
