I couldn't get to your pdf file but it seems you had the films converted to
VOB/IFO/BUP. As someone already mentioned, VOB is the main DVD file. It can
contain one or more video streams, audio, and subtitles, but since this is a
home movie conversion it isn't going to have more than one video or any
subtitles, in which case you should be OK just copying the file into the
computer and renaming it x.mpg. Note this file could be a lower quality file
than an original scanned file.
Another approach (possibly better, depending on the scanning equipment) may
have been to ask the file-conversion people to give you the scanned files as
uncompressed or minimally compressed video files; I think most can do mpeg
while a friend I use makes avi files, either of which Premiere Pro handles
fine (Elements might, also). The original scanned mpeg or avi files are
input files easily edited, whereas VOB are output files not intended for
much further editing.
Just so you know, the IFO files contain DVD menu navigation commands and
chapter information (I think), and if your conversion didn't put any menus
on the DVD, that file would be almost empty. In any case, it doesn't contain
any video or audio. The BUP is some sort of backup file that you can ignore.

Recently I found some unlabeled family movies from around 1960. I submitted
4 to a local store to be converted to DVD. To save me money they put all
four unrelated movies on one DVD. I have since submitted others to a chain
one at a time for conversion. Viewed on PC almost all the original films
seem to have been taken at different times/seasons and involve different
people.
I bought Premiere Elements 10 (PE10) to learn how to edit and split clips.
But PSE 10 does not see the files. See posted file lists from two different
films in "DVD File Compare".
My problem is how to convert the movies to compatible formats and what
format would be best? There Are several file types, BUP, VOB and IFO. VOB
files seem to be the largest. How do I ensure that no information gets lost?
What would be the best conversion program?
