I had a similar situation and support gave me the following work around.
This was for a 3.1.0.7 client so you may need to adjust it for the Tivoli
version.  Since it involves 'hacking' the registry, do this at your own
risk.  I believe there is an apar open for this problem as well.

1)At the \adsm\baclient directory, issue the following command:
unlodctr "ADSM Client Performance"
2)Open up REGEDIT

3)Go to HKEY_LOCAL_MACHINE\SYSTEM\CURRENT CONTROL SET\SERVICES\
ADSM CLIENT PERFORMANCE\PERFORMANCE and delete the following string:
OPEN        "OpenADSMPerfData"
This should be the last string on your screen. DO NOT DELETE the ADSM
CLIENT PERFORMANCE folder, only the above string in \performance folder
4) Clear out the Application log in Event Viewer.  If you feel that you may
need to reference back to this again, please save a copy.

After you have done this, shut down and restart.
