I would try the short name c:\progra~1\tivoli\tsm\baclient.
Or you may want to add additional quotes (single and double).
/clientdir:'"c:\program files\tivoli\tsm\baclient"

At any rate you should be able to check the registry for the service
that you install to see if it contains double quotes.
