You must use the short name Progra~1. We have run into this many times. I
am well aware that in many cases the Program Files will work then you hit a
machine where the only thing that works is Progra~1. Tivoli support said
use Progra~1 and that is the way to get it to work. If anyone knows what
causes this I would love to know the answer.

I would try the short name c:\progra~1\tivoli\tsm\baclient.
Or you may want to add additional quotes (single and double).
/clientdir:'"c:\program files\tivoli\tsm\baclient"
At any rate you should be able to check the registry for the service
that you install to see if it contains double quotes.
