The commands you list above will work, with the following modifications:
1. Delete the volume
DEL VOL A00459 DISCARDDATA=YES
2. The next time you backup your primary storage pool NETWARE_TAPE, the
data that had existed on A00459 will be copied to your copy storage pool
again.
