front of the comment in the inittab.

This is a client message.  The OS is AIX 4.3.3.  This started happening
after I migrated the server to a new box.  This client version is running on
several other AIX machines without any problem.  The backup is a dsmc inc.
Yes, I can run a dsmc i.  The erros seem to occur when the dsmc sched starts
up.

        This is a client message? What operating system are you running on?
Is this a newly installed client or did this just start happening suddenly?
Can a manual backup be performed ( dsmc i )?

        My first guess would be your just missing a double quote somewhere.
