You have to reset the reclamation threshold periodically to something like
50%.  That will set the reclamation process going.  When all the vaulted
tapes that are less than half full have been reset to empty, put the
threshold back to 100%.  Do this on a regular schedule that fits into your
workflow, I do it on Saturdays.
