Doesn't pre and postschedulecmd options get specified in the dsm.sys file
in a unix system?

Ooops... here's the correct error -

ANS1036S Invalid option 'PRESCHEDULECMD' found in options file
'/opt/tivoli/tsm/client/ba/bin/dsm.opt'
         at line number : 15
         Invalid entry : ' preschedulecmd "/etc/tivoli/tsm/vpnstart.sh"'

ANS1038S Invalid option specified

I did incorrectly spell schedule(shcedule) last time.

Still doesn't work though.
