I am sorry,
 neither net stop "tsm server1" "net start tsmserver1"
nor reboot of the NT2000 server did help.
I guess it is time to open a PMR for me.

I have seen this on V4R1 and increasingly on 5.1.1.1  As with earlier 
versions, a reboot of ITSM (I think that's the new name) allows mounts to 
begin immediately.  A long quiet period on the machine seems to do the 
same.  I'm gathering examples to turn over to support.
