How many tapes are already in the offsite pool you are trying to reclaim? (Includes ALL tapes in the pool, pending, filling, full, empty, etc.)
You may already have 200 tapes defined in that pool, in which case you must change the properties so that max scratch is > 200. That will allow TSM to grab another scratch tape and add it to the pool so you can start reclaim.
