Without perspective on what your TSM server is called upon to do, it's difficult to render a cogent recommendation. However, in the abstract, 2 GB of memory for a server system is a tiny amount of memory these days in light of modern operating system requirements and the needs of a large application like TSM. Many single-user workstations have 2 GB.
