IBM licensing policy

We are running a 5.2.2.0 server under mainframe Linux and are attempting to
figure how many licenses we need to meet contractual obligations. My
manager has asked me to find an official IBM statement of the rules for
license counts, including the rules governing hyperthreading, multi-core
processor chips, and virtual machine environments. Can anyone provide a
reference for such a statement?
