First of all, is the tape definitely in the library? Next, is this an onsite or offsite tape?
Do a q vol <volume-name> f=d What is in the 'location' field? If the tape if supposed to be offsite and the location is blank and you run a 'move data', it will think it is in the library, not find it and revery back to 'unavailable'.
