Andy, I have yet to see that API installation issue; I would probably try to install the TDP & Agent on another w2k3 x64 host to figure out whether the issue is related to a potential corrupted host image build or to corrupted installation files. One other option could be to get rid of any registry entries for the TDPSQL client, Agent, baclient then reboot and perform a fresh install again.
