It is using it because at the time the scheduler was defined (or perhaps subsequently updated), the error log and schedule log parameters for the scheduler were specified by the user: dsmcutil install /name:"Dogwood TSM Scheduler" ... /errorlog:f:\tsmlogs \dsmerror.log /schedlog:f:\tsmlogs\dsmsched.log The "dsmcutil query" output tells you this, that the scheduler was explicitly defined to use those log files. And yes, the scheduler definition is in the registry along with various parameters for that scheduler, in "HKLM\SYSTEM\CurrentControlSet\services \Dogwood TSM Scheduler" Regarding the missing system writer: this is a Microsft Windows issue, you will find that we tooks steps to call this out via an APAR code change.
