Try the batch file in this article and see if that fixes VSS: http://www.symantec.com/business/support/index?page=content&id=TECH200584
We use a similar batch file to "fix" VSS as we see these VSS failures very frequently, mostly on Windows servers hosted on VMware. If the batch file does not work, you may try a reboot.
