Hi Robert By east of the UTC, I mean that when selecting the time zone, it has a plus sign. For example, I am on the west coast, so when I go to set my time zone, it is UTC-08:00. I believe that Israel is UTC+03:00, so you will need to contact support and they will provide you a fix for OC.
