I want to test a new MIPS system image, before sending it to Google for 
publishing via SDK's main repository.  

In previous versions of SDK Manager, I could do this local testing by using 
SDK Manager's Tools > Manage Add-on Sites > User Defined Sites tab, and 
adding a local copy of the augmented mips/sys-img.xml file.  But the 
current 22.6 version of SDK Manager does not have any Tools or Add-on tabs 
anymore.  Is there any way now, to test new ARM, MIPS, or X86 images, other 
than by creating a complete local copy of the entire //
dl-ssl.google.com/android/repository directory?

If I back up to prior versions of SDK Manager to do my testing, how far 
back must I go, to have the Add-on Sites functionality?
