Sheesh. A feature of Ubuntu's Unity interface, is that it hijacks a program's menu bars from inside the app's window, and hides the stolen menu bars up at the top left of the desktop. And reveals those displaced things only if and when you mouse over that corner of the desktop. How very intuitive, NOT.
So the SDK Manager is working fine and still has all its pull-down menu functionality. It's just been very well-hidden by Ubuntu's Unity designers.
