Yes the TCP/IP protocol was disabled.  Once I enabled it using SVRNETCN.exe I was able 
to connect to the MSDE database over the network.  Thanks for the tip.

Look at http://support.microsoft.com/default.aspx?scid=kb;en-us;810826. If
that doesn't help then search on microsoft.com for "msde sp3". Your problem
is not uncommon.

I have had a bit of a problem getting Service Pack 3 to work with TCP/IP
over a network.  It works okay on the local machine but not over the
network.  Prior service packs of MSDE worked fine over the network.  Has
anyone else experienced this problem.  Did MS plug a network hole with SP 3?

Why not use MSDE?

It's quite small, free* and very compatible with SQL Server so you won't
suddenly find problems with your SQL statement that didn't show up on an
emulator.
