I install it first -- then I try to start it manually and it hangs in "starting" status...

I can uninstall and re-install the service after this initial attempt and all will work fine. It only happens the first time its invoked on a clean machine where the service has never been used before.

I have a .net service that after installing it on a clean machine will
always stay in the "starting" status when attempting to start it for the
first time. Subsequent attempts will always work fine. It only appears
