The ACT tool is in fact a project type

Create a new project, and open the "Other project types" node to find it.

It's also installed as a separate standalone tool
Start, All Programs, Microsoft Visual Studio .NET, Visual Studio .NET
Enterprise Features, Microsoft Application Center Test

I can't remember if it was installed by default, you may have to add it by
changing your VS installation if you cannot find it.
