The .NET Framework 1.1 SP1 is included on the RTM XPSP2 ISO image from MSDN.
  (but not in any other downloads of XPSP2 admin/express)

But you have to manually install it by running
   \dotnetfx\setup.exe
from the CD-ROM.
It will display: Installing .NET 1.1 SP1

The file version of e.g.  'mscorwks.dll'  is then
   1.1.4322.2032
dated
   2004-07-15
