I tried GhostDoc v1.92 but it has limitations.  You can add custom rules,
but it only will add the summary tag and values tag when trying to comment a
property.  It doesn't allow you to change the adding or removing of other
XML tags.

Any other ideas???

Because the C# IDE team and VB IDE team made different decisions on what the
default should be.

As for overriding the default, I'm not sure; how does GhostDoc do it?
