- there are some very small (although not as small as a pendrive)  
external USB hard-drives but I think what you really want is to do a  
small fix on a user computer and not have to turn it off, modify BIOS,  
re-boot, work, modify BIOS, re-boot...

- have you tried the command line compiler of Delphi?

- note that, if you use third-party controls, some of them also use  
the registry

- for the VMWare solution, I'd try Win 98 SE
