Well, driving attracts a lot of people who shouldn't be able to drive too,
but we can't outlaw it or say that driving is always horrible except in
the hands of experts since most people aren't experts at driving and those
who are the worst still claim to be great drivers.
If the onus of blame isn't on Perl itself but on the programmer, then how
does one illustrate that conclusively? To compel organisations to think
about tools and to send their employees to training for these tools is one
potential route of defense.
