Rather than look for ammunition, I suggest that you consider whether
or not the use of php in this shop is inevitable--I think it is--and
concentrate instead on looking for ways to argue for the use of Perl and php together.

Why? Several reasons:

First, when you say "Perl fanatic", I suspect you might be presenting
your case for Perl in much the same way that the php people are
presenting theirs. You'll look better to others (such as the box's
owner) by looking for a cooperative solution.

Second, when you do get "ammunition" (why think of it as a war?), you
will then be in a better (i.e., more credible) position to argue from. It sounds like 
he's presenting facts, and you're right to look for facts to counter with, but 
consider your presentation.

Finally, if he's "damn good at what he does", I think there's a good
chance you and the other Perl programmers and he can all learn from
each other--I took a php course at OSCON this year, a disappointing
one, granted, but I'm still glad I did.
