C will always be able to outperform mod_perl.  However, so much
depends on the algorithms and design of each system that you'd be wise
to simply write tests that subject the site to massive loads.  That
way you can say "we've tested it, and it delivers pages in under one
second with up to 50 simultaneous queries.  That translates to 3,000
hits per minute."  That'll give data for an intelligent decision on
whether to rewrite in C.

There are also load-balancing solutions that let you add hardware to
get better performance.  The mod_perl guide talks about those.
