Hello David, I just tried this in the Sandbox with a new campaign/ad group/ website, and I'm not seeing the same behavior--I have no trouble setting the CPM bids below 2000000 micros.
One potential thing to check is that you're definitely using USD as the currency for your Sandbox account. Are you using a developer token that ends in '++USD'?
