Hello Eric,

 The Release Notes (http://code.google.com/intl/en/apis/adwords/docs/
developer/releasenotes.html) for v13 outline what happened to the
InActive status:

"Minimum bids no longer supported: The Keyword.minCpc field and the
related «InActive» status have been removed from v13. Also, the
KeywordMinCPC report column is no longer supported and may return
unexpected results. For more information, see What happened to minimum
bids? in the AdWords Help Center."

This corresponds to a change in the AdWords environment that did away
with minimum bids in general. Even a keyword with a poor quality score
and low bid will still be considered Active by AdWords.

Cheers,
-Jeff Posnick, AdWords API Team
