Hello Phil, You're seeing the default behavior of the AdWords web interface-- while your Developer token is still under review and it's not yet clear whether you're eligible for free API units, a placeholder of 250,000 is listed on the page. Apologies if this proved confusing, and I'll mention it to the team.
