Kindly note that the calculations of “Video Played to 25%” with regards to formula Rate * Impression should be able to be explained by Google Ads Product support team. That said, you may reach out to the Google Ads Product support team, via this link. In the Google Ads API perspective, you may use metrics.video_quartile_p25_rate field from the Video report to get the Percentage of impressions where the viewer watched 25% of your video.
