In the Google Ads API perspective, visitors to your website (https://developers.google.com/google-ads/api/docs/remarketing/audience-types/website-visitors) type of userlists are usually created with a RuleBasedUserListInfo (https://developers.google.com/google-ads/api/reference/rpc/v14/RuleBasedUserListInfo) object. To retrieve them via the GAQL, you can include a condition in your query wherein the user_list's (https://developers.google.com/google-ads/api/fields/v14/user_list) user_list.type = RULE_BASED. Regarding app users, I'm afraid that this is currently not supported yet in the API. There's already an existing feature request on this, however, we're unable to provide a timeline on when it will be available.
