Hi, I'm trying to write a program that uses the Google Ads API. I have managed to create a test manager account, but I can't add a user. Every time I try I get an error about not having billing setup (you can't setup billing on a test account) and nothing shows up in the list of sub accounts.
Since you have to have a test account to get a working developer token, I don't know what to do. Is anyone else having this problem or know of a solution? Is it a bug on Google's end?
